Board Meeting - March 19

The Board met in special session on Tuesday, March 19, with President Thomas presiding.
 
Recognition by the Board
Attorney Say was asked by the Board to share details about the fact gathering information sessions held on Monday, March 18, 2024 with Byrnes Health Education Center and the Independence Law Center (ILC). Mrs. Thomas and Mrs. Tierney provided additional statements about ILC.

Dr. Stoltz provided an update on the reasoning for rescheduling the March 13 Board Curriculum Meeting due to human error and the March 14 Board Meeting due to a network outage which impacted AgendaManager. Dr. Stoltz agreed to invite a representative from the Capital Area Intermediate Unit (CAIU) to attend the March 21 meeting to provide additional details.

Board Shout Outs 
Mr. Kambic recognized former New Cumberland Borough Mayor Dorothy "DJ" Landis with a moment of silence. He also congratulated several high school student athletes on their recent accomplishments. 
 
Mr. Trone shared his admiration for everyone involved in the recent musical productions. 
 
Dr. Stoltz shared the following shout outs:
  • Cedar Cliff Senior Caleb Masshardt has advanced from Semifinalist to Finalist in the prestigious 2024 National Merit Scholarship Program. More than 1.3 million students from approximately 21,000 high schools entered the 2024 National Merit Scholarship Program. Only the top 15,000 students in the country are named Finalists. 
  • YCAL announced its 2024 Innovation Grant Recipients and two West Shore teachers received funding. Congratulations to Kristin Stahl and Alyson Weaver whose Projectile Launching into Physics grant received $845.25. 
  • Cedar Cliff recently brought home first and second place wins at the Academic WorldQuest competition sponsored by the World Affairs Council of Harrisburg. The first place team will now represent Pennsylvania at the national competition in Washington D.C. next month! First Place Team members include Caleb Masshardt (captain), Rory Gannon, Rayna Johnson, and Jackson Kane. 
  • Cedar Cliff’s student group, Colts Anti-Racist Alliance, is once again hosting an Anti-Racism & Diversity Art Gallery, Competition and Silent Auction. All high school students in Central PA are invited to participate and have their work showcased. The deadline for entries is Friday, April 19 and you can find submission details on our social media sites.
  • To make our upcoming proms affordable and enjoyable for all, Cedar Cliff and Red Land High Schools are hosting prom dress donation drives. If you have a party dress, formal gown, suit, shoes or other accessories that you would be willing to donate, please drop your items off during school hours at Cedar Cliff or Red Land's main office. The deadline for donations is this coming Friday, March 22. Items will then be offered to students at no cost during Prom Boutiques at each high school.

Approval of the Artis Senior Living Tax Assessment Appeal Settlement
The Board approved the Artis Senior Living Tax Assessment Appeal Settlement as presented.
 
Memorandum of Understanding - AFSCME Four-Day Work Week
The Board approved a Memorandum of Understanding with District Council 89 of the American Federation of State, County, and Municipal Employees, AFL-CIO for a four-day work week schedule from June 10, 2024 through August 9, 2024.
 
Addendum to July 1, 2023, Agreement for Services Between the District and CCRES
The Board approved an addendum to the July 1, 2023 agreement for services between the District and CCRES. The addendum expands the partnership to be able to use CCRES employees to serve as Instructional Assistants. 
 
Contract for Psychological Evaluations
The Board approved an agreement for the remainder of the 2023-2024 school year for bilingual psychoeducational evaluations to be provided by Central Penn Educational Associates.
 
Byrnes Health Education Agreement
The Board approved an agreement for Byrnes Health Education to present their Grow and Know program to fifth grade students at Fishing Creek, Highland, and Newberry Elementary Schools during the 2023-2024 school year.  

Red Land High School Key Club Trip
The Board approved a trip for members of the Red Land Key Club to attend the Pennsylvania Key Club District Convention in State College from Friday, April 5, 2024 through Sunday, April 7, 2024.

2024 Summer School Programs
The Board adopted the 2024 Summer School Programs and salary pay rates for summer school support and professional staff. For additional details about the programs being offered, click here.
 
Transportation Agreement with Assist Services, LLC
The Transportation Department has been working diligently to secure services for special transportation routes for students in alternative placements, homeless students, and students with special transportation needs. The Board approved an agreement with Assist Services, LLC, for the transportation of students through July 2024.
 
Additional Services Agreement with PennTerra Engineering
The District continues to develop plans for athletic facility improvements on the Red Land High School campus. Surveying and engineering services are needed to complete design concepts. The District engaged PennTerra Engineering to work on the design and engineering for this project. The Board approved the proposal for additional services with PennTerra Engineering, Inc. as presented.

Fishing Creek Boiler Replacement Project
Christopher Stultz, Vice President of Strategic Solutions at McClure Company, shared a proposal for upgrades to Fishing Creek Elementary’s heating system. Click here to view the presentation made to the Board.

2024-2025 Budget
Mrs. Boone provided an update on the 2024-2025 Budget Projections as well as a 2023-2024 audit analysis. Presentations made to the Board during the budget development process can be found on the Business Office website.

Dr. Argot shared proposed revisions to Board Policies 110: Instructional Supplies and 614: Payroll Authorization.

Board Meeting - March 21

The Board met in regular session on Thursday, March 21, with President Thomas presiding.
 
Red Land High School’s JROTC Color Guard presented the colors for the evening. JROTC members included Seniors Xavier Zarza and Brighton Pearson with Freshman Damien Manley. 

A recording of the National Anthem performed by members of Red Land High School's 2021 Jazz Band was played.
 
Recognition by the Board
AgendaManager Outage Update by CAIU
David Martin, Director of Technology at the Capital Area Intermediate Unit (CAIU), provided an overview of what occured on March 14, 2024, which resulted in the public's inability to access the Board Agenda through AgendaManager.
                   
Youth Art Month Recognition
Again this year, the District partnered with Lamar Advertising and our Partners in Education to celebrate Youth Art Month with a community-wide billboard display. Mrs. Fourhman presented each of our 18 student billboard artists with a framed copy of their billboard as a token of appreciation. A complete list of featured artists, their sponsors, and teachers can be viewed on the District website.
 
Patriot's Pen Essay Contest Winner
Lydia Clouser, a sixth grade student from Crossroads Middle School, read her Patriot’s Pen essay.

The Board filed the Treasurer’s Report for the month ending February 29, 2024, showing invested and available funds of $63,244,394.22.

Mr. Gay indicated the latest legal update was available for Board members.
 
Board Reports
Mrs. Tierney shared details regarding the West Shore Foundation’s upcoming miniature golf event. She also provided information about the recent Board visit to Cedar Cliff High School.

Mrs. Cox recognized the Curriculum Committee’s work and previewed the CAIU’s Champions for Children fundraiser.

Mrs. Davis provided highlights from a tour of Old Trail Intermediate School.

Bills for Approval
The Board approved bills for the period February 7, 2024, through March 9, 2024, listing checks which totalled $2,458,148.45.

The Board approved all personnel items as presented.
 
Budgetary Transfers
The Board approved the budgetary transfers as presented.
 
Transfer to Capital Reserve Fund
The Board transferred $5,400,000.00 of the General Fund Unassigned Fund Balance to the Capital Reserve Fund for the purpose of funding capital project expenses and/or the payment of debt services.
 
Capital Area Intermediate Unit 2024-2025 General Operating Budget
The Board approved the Capital Area Intermediate Unit 2024-2025 General Operating Budget as presented.

Staff Attendance at Professional Meetings
The Board approved requests for staff attendance at professional meetings as presented.
 
Proposal for First Amendment to Dark Fiber Lease Agreement and revised Exhibit B-2 for Windstream Communications
The District approved a lease agreement with Windstream Communications at its March 16, 2023 School Board Meeting. This lease connects our schools to the District WAN for server and internet access. The “First Amendment to Dark Fiber Lease Agreement and revised Exhibit B-2” will amend the original lease agreement to allow the District to add the new Fairview Intermediate School to our fiber network. The Board authorized the President of the Board to sign the “First Amendment to Dark Fiber Lease Agreement and revised Exhibit B-2” with Windstream.
  
Guaranteed Energy Savings Agreement – Fishing Creek Elementary
The Maintenance Department has been assessing the state of our building systems, determining the remaining useful life of major mechanical components, and examining the construction plans contained in our Feasibility Study to identify areas of critical need. Unfortunately, the heating plant at Fishing Creek Elementary suffered a catastrophic failure before the larger plans could address the building’s needs. The Board approved a Performance Based Energy Agreement Amendment #5 with McClure Company to upgrade the heating system at Fishing Creek Elementary School. 
 
Natural Gas Service Agreement with UGI
Part of the boiler replacement project at Fishing Creek Elementary includes a conversion from fuel oil to natural gas. In conjunction with McClure Company, the District engaged UGI to establish natural gas service to Fishing Creek Elementary. The Board approved a Natural Gas Service Agreement with UGI for Fishing Creek Elementary School.
 
Intermediate School Change Orders
The Board accepted the Old Trail and Fairview Plumbing Change Orders #2 and #3 respectively, and approved Fairview General Contract Change Order #7 and Old Trail Site Contract Change Order #11.
 
Agreement for Water Line Relocation with PA American Water
The Board approved the Agreement for Water Line Relocation with PA American Water.
 
Additional Approval for Educational Services - CAIU
In certain circumstances, it is necessary to contract with other programs and schools to provide educational services for those students whose needs cannot be met in a regular school setting.The Board approved a contract for ELD services for the remainder of the 2023-2024 school year.

Mr. Gay reviewed PSSA and Keystone Exam data from the previous school year, highlighted student achievements, and shared information related to the District's past and ongoing plans to support students and prepare them for success after graduation. Click here to view his presentation.
 
English Language Arts & Science Resource Adoption
Mr. Harrison and Dr. Jones shared information about the process used to select the recommended English Language Arts (Grades K-8) and Science (Grades 5-8) resources which will be on the April 18 Board Meeting agenda for adoption.
