Board Member Bios

The Board of School Directors is composed of nine members, three elected from each of the three regions which make up the District. Although directors are elected by voters in each region, each Board member represents the entire District. The year in parentheses notes when each member's term of office expires.

Brian K. Guistwhite, Board President

Mr. Brian Guistwhite is a lifelong resident of the Harrisburg area and graduated from East Pennsboro High School. After graduation, he attended West Virginia University where he studied Mechanical/Aerospace Engineering and was a member of the WVU Marching Band. Mr. Guistwhite enlisted in the US Army as a Combat Engineer and is a combat veteran of the Gulf War. Mr. Guistwhite also holds a bachelor’s degree in Public Policy from the Pennsylvania State University and a master’s in Business Administration from the Pennsylvania State University. Mr. Guistwhite has been employed with St. Onge Company in York for the past 20 years.
 
Mr. Guistwhite has served the District in various capacities over the years. He has been an assistant coach for the Lemoyne Middle School wrestling program, participated in the Junior Achievement Program at Red Mill Elementary School, and has been a guest speaker for the COPE program at Crossroads Middle School.
 
Mr. Guistwhite and his wife Kelly (Red Land High School Class of 1988) have been residents of the District for more than 20 years. They have one son, Alex.
 

Christopher J. Kambic, Board Vice President

Mr. Christopher Kambic is a retired teacher from the West Shore School District. Prior to retiring, he taught for 22 years at Cedar Cliff High School, 11 years at Red Land High School, and three years at James Buchanan High School in the Tuscarora School District. Mr. Kambic graduated from Millersville University and is dually certified in Technology Education and Social Studies. During his career in education, he coached varsity and freshman football, was the head track and field coach at Red Land (girls) and Cedar Cliff (boys), and managed the Cedar Cliff Relays for nine years.

Mr. Kambic grew up in New Cumberland, graduated from Cedar Cliff High School in 1981, and has lived in the District with his wife Joanne since 1988. Mr. and Mrs. Kambic have four children, all of whom attended the West Shore School District and graduated from Cedar Cliff (Matthew, Class of 2011; Ryan, Class of 2016; Lauren, Class of 2016; and Nicholas, Class of 2016). Mr. and Mrs. Kambic also have one grandchild, Ava.

Mr. Kambic has been involved in his community for many years. He was a volunteer coach in the New Cumberland Youth Baseball program, a volunteer coach and board member of the New Cumberland Saints football program, a volunteer coach with West Shore Soccer, and was involved in Cub Scouts as a Pack Leader and in Boy Scouts as a Scoutmaster for Troop 82. All three of Mr. Kambic’s sons earned the rank of Eagle Scout through projects they completed in New Cumberland.

Judith A. Crocenzi, Board Member

Mrs. Judy Crocenzi is a retired teacher/administrator from the West Shore School District with 23 years of experience. She has a bachelor’s degree in Elementary Education/Special Education from Lock Haven University and a master’s degree in Education/Principal Certification from Temple University.
 
Mrs. Crocenzi and her husband, John have lived in the area for almost 50 years. They have three sons, Michael, Todd, and Jason who all graduated from Red Land High School and then went on to pursue careers as a lawyer, doctor, and successful businessman. Mr. and Mrs. Crocenzi have five grandchildren. Four grandchildren graduated from Red Land High School and one is currently a student at Crossroads Middle School. All four of the Red Land graduates continued their academic studies at Messiah College. Two have graduated and two (twins) are current students.
 
In addition to serving on the school board and as a member of the Facilities Committee, Mrs. Crocenzi also volunteers her time as Vice President of the Capital Area Intermediate Unit (CAIU) Board, serves as a Board member for the York Adams Academy, serves on the Cumberland Perry Area Career and Technical Center's Joint Operating Committee (JOC), and is a member of the West Shore Foundation Board. Mrs. Crocenzi is a Junior Achievement volunteer, member of the Red Land Women’s Club, and President of the Soroptimist of West Shore. She is a member of Fishing Creek Salem United Methodist Church.
 

Frank J. Kambic, Board Member

Mr. Frank Kambic and his wife Debra grew up in New Cumberland. They attended Hillside Elementary, New Cumberland Junior High, and are 1978 graduates of Cedar Cliff High School. Their children followed similar paths graduating from Cedar Cliff in 2005 and 2007, respectively and both have graduated from college.  Mr. Kambic holds a bachelor's degree in computer science from Millersville State College and is employed by NASCO.
 
Mr. Kambic was elected to the West Shore School District Board in 2007 and currently sits on several committees. He has served as the District's representative on the Cumberland Perry Area Career and Technical Center's Joint Operating Committee (JOC) for eight years and served as JOC Chairman for two of those years. Mr. Kambic was involved with New Cumberland Youth Baseball for seven years and served on the board of the New Cumberland Teener Baseball for three years. He was head coach for ten years with the West Shore Soccer Club coaching both boys and girls soccer to multiple division championships and also assisted with the Cedar Cliff Relays, the Hillside PTO, Cedar Cliff Post Prom party, and numerous community projects.
 

Antonios J. Kapranos, Board Member

Mr. Tony Kapranos attended Virginia Tech University and New River Community College and holds a degree in Engineering. He is a member of the National Association of Home Inspectors (NAHI), is a NAHI Certified Home Inspector, and holds multiple OSHA certifications. Mr. Kapranos is an AALA Air Quality Specialist and NRSB radon specialist, and for the past six years has worked for RestoreCore Disaster Restoration as the Director of Emergency Services.

Mr. Kapranos has served his community for many years in varied capacities including volunteering as a Junior Achievement presenter, PTO Member at Rossmoyne Elementary, and youth soccer coach.  He has spearheaded projects for non-profits including Why Not Prosper and Habitat for Humanity, and is a frequent presenter for safety and restoration continuing education courses in Pennsylvania, Maryland, New Jersey and the Washington D.C. area.    

Mr. Kapranos and his wife Candice have been married for 11 years and have two young boys, one in second grade at Rossmoyne Elementary and another currently attending preschool. They reside in the Mechanicsburg area.

Sheri D. Moyer, Board Member

Mrs. Sheri Moyer is a lifelong resident of the West Shore School District and a 1981 graduate of Red Land High School.  Her husband Steven and son Joshua graduated from Cedar Cliff High School in 1981 and 2011, respectively. After high school, Mrs. Moyer earned an Associate Degree from Harrisburg Area Community College and received her cosmetology license. She has owned her own business for almost 40 years and currently works for the Harrisburg School District as Coordinator of Special Education Student Services.
 
Throughout her time in West Shore, Mrs. Moyer has volunteered in a variety of capacities including PTO President, Treasurer of the Cedar Cliff Band Booster Executive Board, room parent, Famous Artist Program volunteer, Junior Achievement volunteer, and York County Juvenile Probation Department’s Youth Aid Panel member. Additionally, for the past two years, Mrs. Moyer has served on the Cumberland Perry Area Career and Technical Center's Joint Operating Committee (JOC) as Chairperson.
 
Mrs. Moyer is active with the Pennsylvania Association of Educational Office Professionals (PAEOP) where she provides leadership as a Regional Representative and is Chairman of the Gertrude E. Kopf Award of Recognition Committee.  

Frederick A. Stoltenburg, Board Member

Mr. Fred Stoltenburg has lived in the West Shore School District since 1999. He and his wife Teri have one son, Philip, who graduated from Cedar Cliff High School in 2012.
 
Mr. Stoltenburg attended Harrisburg Area Community College (HACC) and Shippensburg University.  For the past 35 years, he has worked for DHL Global Supply Chain where he is currently a Service Delivery Manager managing the organizations project and resource managment toolsets on the Global Operations Excellence Team.
 
Mr. Stoltenburg has volunteered in various capacities during his son's time in the district. At Washington Heights Elementary, he led the PTO's project to install a nature area on the school grounds. Mr. and Mrs. Stoltenburg have also sponsored exchange students from Denmark and Germany through the Youth for Understanding Intercultural Exchange Program.

Heidi E. Thomas, Board Member

Mrs. Heidi Thomas graduated from Red Land High School and has lived in the West Shore District since 1984.  Mrs. Thomas and her husband Joey, are the parents of two children who also completed their education in the West Shore School District. While her children were students, Mrs. Thomas volunteered as a room parent and in various other capacities in their classrooms.

Mrs. Thomas was employed by the District for 10 years as a bus driver and cafeteria staff member before beginning her nursing career in 2001. Currently she works as a nurse educator for Philips Bio-Tel and also in Community Health Nursing for Penn State Health Holy Spirit Medical Outreach services in Allison Hill, Harrisburg. Her past experience as a registered nurse (RN) includes cardiac care, surgical, and pre and post anesthesia.

Additionally, Mrs. Thomas spent six years as a past Board Member and RN educator for At the Cross Recovery through the Mechanicsburg Brethren in Christ Church and two years as an RN volunteer at the Bethesda Mission Medical Clinic where she worked with at-risk youth through the Keystone Pet Enhanced Therapy Services (KPETS) organization. While volunteering with KPETS, she and her therapy dog Oliver worked with their drug and alcohol recovery program and with those experiencing post-traumatic stress disorder (PTSD).

Mrs. Thomas has served on the Lewisberry Borough Council and volunteered for two years on the steering committee of Recovery Community Services Program (RCSP), a statewide network. She is an active member of Christ Community Church.

Abigail A. Tierney, Board Member

Mrs. Abigail Tierney has lived in the West Shore School District since 1996. She has a bachelor's degree from Rollins College and graduated magna cum laude from The Dickinson School of Law of the Pennsylvania State University where she served as Editor-in-Chief of the Dickinson Law Review. Mrs. Tierney served as Assistant Counsel assigned to the Pennsylvania Department of Education for nearly 16 years. She is a trained mediator and has presented education-related topics at continuing legal education offerings sponsored by the Pennsylvania Bar Institute and Lehigh University Education Law Conference.
 
Mrs. Tierney and her husband John are parents to three children who attended West Shore schools. Mrs. Tierney has served as PTO President, Vice-President, and Treasurer.   In addition, she has volunteered as a room parent, Junior Achievement volunteer, school musical chairperson in both middle and high school, and field hockey booster member. Mrs. Tierney also served as chairperson for the District’s Community Advisory Committee.
 
Mrs. Tierney is a member of the West Shore Foundation Board of Directors, serves as the Past President of the Board of Directors of Open Stage of Harrisburg, and is a deacon and elder at Camp Hill Presbyterian Church.
