Board Member Bios

Frank J. Kambic, Board President

Region One (2023)
Mr. Frank Kambic and his wife Debra grew up in New Cumberland. They attended Hillside Elementary, New Cumberland Junior High, and are 1978 graduates of Cedar Cliff High School. Their children followed similar paths graduating from Cedar Cliff in 2005 and 2007, respectively and both have graduated from college.  Mr. Kambic holds a bachelor's degree in computer science from Millersville State College and is employed by NASCO.
Mr. Kambic was elected to West Shore School District Board in 2007.He has served as the West Shore School District's representative on the Cumberland Perry Area Vocational Technical School's Joint Operating Committee (JOC) for eight years and served as JOC Chairman for 2 of those years. He currently sits on several committees at WSSD.   Mr. Kambic was involved with New Cumberland Youth Baseball for seven years and served on the board of the New Cumberland Teener Baseball for three years.  He enjoyed his tenure as head coach for 10 years with the West Shore Soccer Club coaching both boys and girls soccer to multiple division championships.   He has also assisted with the Cedar Cliff Relays, the Hillside PTO, Cedar Cliff Post Prom party, and numerous community projects.

Abigail A. Tierney, Board Vice President

Region One (2021)
Mrs. Abigail Tierney has lived in the West Shore School District since 1996. She has a bachelor's degree from Rollins College and graduated magna cum laude from The Dickinson School of Law of the Pennsylvania State University where she served as Editor-in-Chief of the Dickinson Law Review. Mrs. Tierney served as Assistant Counsel assigned to the Pennsylvania Department of Education for nearly 16 years. She is a trained mediator and has presented education-related topics at continuing legal education offerings sponsored by the Pennsylvania Bar Institute and Lehigh University Education Law Conference.
Mrs. Tierney and her husband John are parents to three daughters who attended West Shore schools. Mrs. Tierney has served as PTO President, Vice-President, and Treasurer.   In addition, she has volunteered as a room parent, Junior Achievement volunteer, school musical chairperson in both middle and high school, and field hockey booster member. Mrs. Tierney also served as chairperson for the District’s Community Advisory Committee.
Mrs. Tierney is a member of the West Shore Foundation Board of Directors, serves as the Immediate Past President of the Board of Directors of Open Stage of Harrisburg, and is a deacon and elder at Camp Hill Presbyterian Church.

Judith A. Crocenzi, Board Member

Region Three (2023)
Mrs. Judy Crocenzi is a retired teacher/administrator from the West Shore School District with 23 years of experience. She has a bachelor’s degree in Elementary Education/Special Education from Lock Haven University and a master’s degree in Education/Principal Certification from Temple University.

Mrs. Crocenzi and her husband, John have lived in the area for 47 years. They have three sons, Michael, Todd, and Jason who all graduated from Red Land High School with an outstanding education which enabled them to pursue careers as a lawyer, doctor, and successful business man. Mr. and Mrs. Crocenzi have been blessed with five grandchildren. Two grandchildren graduated from Red Land and furthered their academic studies at Messiah University, two (twins) are members of Red Land's Class of 2021, and one is a fifth-grade student at Red Mill Elementary. 

In addition to serving on the school board, Mrs. Crocenzi also volunteers her time as Vice President of the Capital Area Intermediate Unit (CAIU) Board, serves on the CPAVTS Joint Operating Committee (JOC), and is a member of the West Shore Foundation Board. Mrs. Crocenzi is a Junior Achievement volunteer and active grandparent volunteer at Red Mill Elementary School organizing the annual Book Fair and helping out throughout the school. She is a member and Vice President of the Red Land Women’s Club and a member of Soroptimist of West Shore. She volunteers at the Red Land Community Library, is a member of Fishing Creek Salem United Methodist Church, and is a poll worker for Newberry Township.

Clydiene F. Francis, Board Member

Region Three (2021)
Ms. Clydiene Francis earned a bachelor of business administration degree from American InterContinental University and an associate degree from The Art Institute of York. She is also a graduate of the Leadership for Diverse Schools program presented by Leadership York.
Ms. Francis is a Diversity Education Specialist with Central York School District and enjoys coaching Jr. High Track & Field throwing events. She volunteers in various roles including her service as a Youth Court Alliance Coordinator through the United Way of York County, a York County Student Diversity Alliance Member, and participant in the YWCA York's Leadership Summits.
Ms. Francis and her family have lived in the West Shore area for six years. She has three children, two of which currently attend the West Shore School District.

Brian K. Guistwhite, Board Member

Region Three (2021)
Mr. Brian Guistwhite is a lifelong resident of the Harrisburg area and graduated from East Pennsboro High School. After graduation, he attended West Virginia University where he studied Mechanical/Aerospace Engineering and was a member of the WVU Marching Band. Mr. Guistwhite enlisted in the US Army as a Combat Engineer and is a combat veteran of the Gulf War. Mr. Guistwhite also holds a bachelor’s degree in Public Policy from the Pennsylvania State University and a master’s in Business Administration from the Pennsylvania State University. Mr. Guistwhite has been employed with St. Onge Company in York for the past 20 years.
Mr. Guistwhite has served the District in various capacities over the years. He has been an assistant coach for the Lemoyne Middle School wrestling program, participated in the Junior Achievement Program at Red Mill Elementary School, and has been a guest speaker for the COPE program at Crossroads Middle School.
Mr. Guistwhite and his wife Kelly (Red Land High School Class of 1988) have been residents of the District for more than 20 years. They have one son, Alex.

Sheri D. Moyer, Board Member

Region Two (2023)
Mrs. Sheri Moyer is a lifelong resident of the West Shore School District and a 1981 graduate of Red Land High School.  Her husband Steven and son Joshua graduated from Cedar Cliff High School in 1981 and 2011, respectively. After high school, Mrs. Moyer earned an Associate Degree from Harrisburg Area Community College and received her cosmetology license. She has owned her own business for more than 30 years and currently works for the Middletown Area School District as an Educational Services Specialist and as that district's ACCESS coordinator.
Throughout her time in West Shore, Mrs. Moyer has volunteered in a variety of capacities including PTO President, Treasurer of the Cedar Cliff Band Booster Executive Board, room parent, Famous Artist Program volunteer, and Junior Achievement volunteer. Mrs. Moyer has also served on the York County Juvenile Probation Department’s Youth Aid Panel.
Mrs. Moyer previously served the community by working in the Curriculum Services Department and on the Comprehensive Planning Development team for the Pennsylvania Department of Education (PDE) at the Capital Area Intermediate Unit (CAIU), where she became active with the Pennsylvania Association of Educational Office Professionals (PAEOP).  With PAEOP she provides leadership as a Regional Representative and Board Member.   

Deborah B. Schwager, Board Member

Region One (2021)
Mrs. Deborah Schwager is a retired teacher/administrator from the West Shore School District.   During her time as an employee of the District she taught first grade at Newberry Elementary, fifth grade at Fishing Creek Elementary, seventh grade at Crossroads Middle School, instructional support at Highland Elementary and Fairview Elementary, was an assistant principal at Lemoyne Middle School, and principal at Fairview, Mt. Zion, and Washington Heights Elementary Schools.
Mrs. Schwager completed her undergraduate studies at Kutztown University and received her Master’s degree, Reading Specialist Certification, and Principal Certification from the Pennsylvania State University.
Mrs. Schwager has been a resident of the West Shore School District for the past 28 years and has two daughters who both graduated from Cedar Cliff High School.

Frederick A. Stoltenburg, Board Member

Region Two (2023)
Mr. Fred Stoltenburg has lived in the West Shore School District since 1999. He and his wife Teri have one son, Philip, who graduated from Cedar Cliff High School in 2012.
Mr. Stoltenburg attended Harrisburg Area Community College (HACC) and Shippensburg University.  For the past 35 years, he has worked for DHL Global Supply Chain where he is currently a Service Delivery Manager managing the organizations project and resource managment toolsets on the Global Operations Excellence Team.
Mr. Stoltenburg has volunteered in various capacities during his son's time in the district. At Washington Heights Elementary, he led the PTO's project to install a nature area on the school grounds. Mr. and Mrs. Stoltenburg have also sponsored exchange students from Denmark and Germany through the Youth for Understanding Intercultural Exchange Program.

Michael J. Wilson, Board Member

Region Two (2021)
Mr. Mike Wilson is an attorney admitted to practice before all state and federal courts in Pennsylvania and Maryland and before the U.S. Supreme Court. He is also a retired officer from the U.S. Army, last serving in the Reserve Component, Pennsylvania National Guard, at the Headquarters Co. of the 28th Infantry Division (Mechanized).
Mr. Wilson and his family have lived in Fairview Township since 1991 and have been residents of the West Shore School District since 1986.
Mr. Wilson has helped coach youth baseball and ice hockey in various leagues in the area over several years. He currently serves on the board of directors for his neighborhood homeowners’ association and as a local Republican Committeeman.
Board members are elected to serve four-year terms. The year in parentheses notes when the term of office expires.
