Board Meeting - February 9

The Board met in regular session on Thursday, February 9, with President Guistwhite presiding.
 
Communications
Superintendent's Report 
Dr. Stoltz shared that Administration would not be asking the Board to approve a 7 period high school schedule during the meeting, as initially suggested. The delay will 
allow additional time for members of the committee to continue to gather feedback from stakeholders, and to provide an opportunity for them to visit other high schools operating a power hour or lunch and learn model.

Recognition by the Board
Board Shout Outs
Mrs. Tierney shared that $18,569 in grant funds were awarded recently by the West Shore Foundation in the form of Educator Innovation Grants and a donation to the District's Social Workers.

Mr. C. Kambic highlighted the success of the Red Land and Cedar Cliff High School Unified Bocce Teams and commended the players on their sportsmanship.

Mrs. Crocenzi shared that the York Adams Academy would not be increasing tuition for students attending from local school districts. She also mentioned her involvement with the West Shore Foundation Academic Bowl and congratulated this year's winners.

Mr. F. Kambic thanked Cedar Cliff High School for accepting his donation of a 1929 New Cumberland pennant which previously belonged to his mother-in-law.

Dr. Stoltz shared the following shout outs:
  • February is Black History Month, National Children's Dental Health Month, and Career and Technical Education Month. The District is recognizing each of these celebrations with relevant teaching and activities. In addition to the month-long recognitions, National School Counseling Week also takes place in February and is a great opportunity to recognize our school counselors and career coordinators for their work helping us achieve our Why.
  • The West Shore Foundation Academic Bowl competitions concluded and Dr. Stoltz congratulated this year's winners.
  • Our elementary schools recently celebrated the 100th day of school with a themed spirit day and activities.
  • Lastly, since the last Board meeting, the District hosted a Future Educator Open House. Dr. Stoltz thanked all who attended or played a part in organizing the event.

The Board approved all personnel items as presented.

Fairview - Resolution of Condemnation
The District continues to work through approval processes for the construction of the new Intermediate School on the site of the existing Fairview Elementary. Part of the land development plan and Highway Occupancy Permit requires the District to make improvements to Lewisberry Road, including the widening of the road and the addition of a turn lane. The Administration has made best efforts to reach agreement with the individual property owners, however, some owners have been non-responsive to the District’s communications. In the interest of the project timeline, t
he Board approved a Resolution of Condemnation to potentially obtain necessary land for the Fairview Intermediate project.

Information Items
Feasibility Attendance Boundary Changes
The opening of the Intermediate Schools, along with the closure of Fairview Elementary, will significantly impact the elementary attendance areas. When the updated boundaries are put in place, all of the elementary schools and middle schools will have boundaries that align with one of the two high schools. Mr. Sanders provided the Board with an overview of the District's tentative Attendance Boundary Plan. Click here to view his presentation.

2023-2024 School Calendar
Dr. Stoltz briefly reviewed some of the feedback received through the calendar survey this year and indicated the District would be adjusting the days in October relative to staff development. He also shared that the District is still finalizing plans for graduation for the Class of 2024.

Board Meeting - February 16

The Board met in regular session on Thursday, February 16, with President Guistwhite presiding.

Red Land High School’s JROTC Color Guard presented the colors for the evening. JROTC members included Seniors Maya Jovic and Kelsey Cleveland with Freshmen Michael Hall and Grace Stoner. 

National Anthem
Under the direction of Mr. Robert Starrett, the National Anthem was performed by Red Land High School's Brass Quintet comprised of Seniors Natalie Broersma, Kate Hildebrand, and Peter Lewis with Sophomore Benjamin Gonce and Freshman Benjamin Rosenberger.

Minutes
The minutes of the meetings held on January 12, 2023, and January 19, 2023, were approved.
 
Treasurer’s Report
The Board filed the Treasurer’s Report for the month ending January 31, 2023, showing invested and available funds of $60,340,243.57.

Communications
Legal Update
Dr. Stoltz indicated the latest legal update from the solicitor’s office was available for Board members. 

Cumberland Perry Area Career and Technical Center (CPACTC) Update
Mr. Justin Bruhn, CPACTC Administrative Director, along with Cedar Cliff High School/CPACTC Junior Sophia Brown and Red Land High School/CPACTC Senior Drake Sellers, highlighted programs and opportunities available to students at CPACTC.

Student Discipline
The Board approved the student disciplinary case as presented.

Board Reports
Mrs. Tierney and Mr. C. Kambic highlighted the Board’s recent visit to Highland Elementary.  

Mr. F. Kambic indicated the Finance Committee report would be shared later in the meeting.

Mrs. Crocenzi encouraged everyone to get involved in Junior Achievement and to volunteer their time to teach lessons in our elementary schools. 

Recognition by the Board
Employees of the Second Quarter
The Board recognized Amanda Klien & Brandon Phelps, Fourth Grade Teachers at Highland Elementary, and David Erney, Custodian at Red Land High School, as Employees of the Second Quarter.

Student Reports
Red Land High School Senior Parker Lawler and Cedar Cliff High School/CAOLA Sophomore Nathan Solorio shared their experiences at their respective high schools and their future plans.

Board Shout Outs
Mr. F. Kambic congratulated this year's West Shore Foundation Academic Bowl Winners and participants.

Dr. Stoltz shared the following shout outs:
  • At the PA Educational Technology Expo & Conference, Matt Wagoner, Dan Snelbaker, and Ian Winn, DaVinci Program Teachers at Red Land High School, received the Dr. Laura Hummel Technology Innovator Award. Also during the conference, West Shore had 2 groups named statewide finalists in the PA Invention Convention. Congratulations to Zachary Maniskas and James Pae from Red Mill and Alexis Westhafer from Newberry and their teacher Mrs. Kristin Stahl. 
  • Red Land’s Unified Bocce team recently earned the title Keystone Division Unified Bocce Champions.
  • We had several athletes place at the Mid Penn Swimming and Diving Championships. Congratulations to Cedar Cliff’s Layla Mahrady, Samantha Linsey, Sadie Ludwick, Chloe Ludwick, and, Red Land’s Corrine Armes, Hannah Ely, Abby Whitley, and Greg Wenhold. 
  • The Cedar Cliff Girls Basketball Team won the Mid-Penn Championship title and remains undefeated. 
  • Wyatt Keiser, a sixth grade student at Crossroads Middle School, performed the Heimlich maneuver when a fellow student was choking during lunch. He will be receiving an Administrative Council Award as a token of our appreciation.

Bills for Approval
The Board approved bills for the period January 19, 2023, through February 8, 2023, listing checks which totalled $2,851,948.72. 

Refunds
The Board approved two refunds in the amount of $7,334.86.
 
Personnel & Budgetary Transfers
The Board approved all personnel items and budgetary transfers as presented.
 
Special Education Settlement Agreement
The Board authorized the execution of a Special Education Settlement Agreement.

2023-2024 York Adams Academy Operating Budget
York Adams Academy (YAA) is a dropout prevention program that assists students in attaining academic proficiency as they earn their high school diploma. The Board approved the proposed 2023-2024 YAA Operating Budget.

Amendment to the Cooperative Sponsorship of a Sport between the District and West Shore Christian Academy
In July 2022, the Board approved a cooperative sponsorship with West Shore Christian Academy for football and wrestling. Red Land High School and West Shore Christian Academy are requesting that, pending District III and PIAA approval, this cooperative sponsorship be amended to include Boy’s Lacrosse effective for the 2022-2023 school year and to extend for two years. The Board approved the amendment to the agreement.

Red Land High School Future Business Leaders of America (FBLA) Trip
The Board approved a trip to Hershey for the Red Land FBLA for the period Monday, April 17, 2023, through Wednesday, April 19, 2023.
    
Red Land High School Key Club Trip
The Board approved a trip for Red Land Key Club to participate in the Pennsylvania Key Club District Convention in Hershey from March 31, 2023, through April 2, 2023.

English Grade 9-12 Instructional Resource Adoption 2023-2024
The Board approved the Resource Adoption for 2023-2024 as presented.

Staff Attendance at Professional Meetings
The Board approved the requests for staff attendance at professional meetings as presented.

2023-2024 Calendar
Approximately 280 individuals participated in the 2023-2024 calendar development process this year with 70% of respondents liking the calendar draft. Following review of the feedback received, the Board adopted an academic calendar for the 2023-2024 school year. Click here to review.
 
Reappointment of Superintendent and Approval of Contract
The Board reappointed Dr. Stoltz as Superintendent and approved a Contract for Employment for a period commencing on July 1, 2023, and ending on June 30, 2028.

Audit Review
Mr. Senahid Zahirovic from Boyer & Ritter, LLC, Certified Public Accountants and Consultants, presented their audit of the District's funds for the 2021-2022 school year. In accordance with the provisions of Act 237 of December 1980, this report was made available on the Business Office Department website for public review following Mr. Zahirovic's presentation.
