Board Meeting - April 11

The Board met in regular session on Thursday, April 11, with President Thomas presiding.
 
Recognition by the Board
Board Shout Outs 
Mrs. Cox shared that she attended Junior Achievement’s BizTown with New Cumberland Middle School students, the Middle School Math 24 Competition held at Crossroads Middle School, and a recent Jazz Festival at Camp Hill School District featuring West Shore students. 
 
Mrs. Tierney thanked community members for their attendance at the meeting and for their electronic public comments.
 
Mr. Kambic provided information about the recent Board visit to Highland Elementary. 
 
Mr. Trone shared details about Pennsylvania School Board Association’s Advocacy Day and thanked those representatives who met with West Shore Board members. He also shared that he and other Board members attended the York County Alliance for Learning’s recent dinner where Dr. Stoltz was recognized for ten years of service and Kayla Cordaro, a Cedar Cliff graduate, was the featured speaker. Since he was not able to attend the YCAL dinner, Mr. Kambic formally presented Mr. Guistwhite with a plaque which was awarded to him for his years of service.
 
Dr. Stoltz highlighted Scott Mull’s work on the Elementary Math 24 Competition, a Hillside Elementary student's ability to recite 268 digits of pi, and shared details about a lesson he observed at Red Land High School being taught by Marjorie Hartman who will be retiring at the conclusion of this school year. Lastly, Dr. Stoltz elaborated on how Kayla Cordaro worked with Mr. Miller to obtain her apprenticeship.

Suspension of Board Policy 005 ("Organization"), Appointments, Section 7
The Board suspended Section 7 (Appointments) of Board Policy 005: Organization until the April 18 Board meeting.
 
Appointment of Solicitor and Authorization for Engagement of Legal Services
The Board appointed Kevin Hall, Esq. of Tucker Arensberg as legal counsel.
 
Personnel
The Board approved the personnel items as presented.
 
AFSCME Collective Bargaining Agreement
The Board approved the Collective Bargaining Agreement negotiated with AFSCME District Council 89 as presented.
 
Memorandum of Understanding Confirming Approval for Facility Dogs
The Board approved a Memorandum of Understanding allowing Alyssa Tofani at Red Mill Elementary to be the primary handler of a facility dog. 
 
Resolution in Support of Military Families
April is the Month of the Military Child. The District is in close proximity to three military installations, giving us a unique opportunity to support our military-connected neighbors. The District is working towards Purple Star School Designation through the Pennsylvania Department of Education to demonstrate the District's commitment to supporting the unique educational and social-emotional needs of military-connected students.The Board adopted a resolution in support of military-connected families. 
 
Cumberland Perry Area Career and Technical Center (CPACTC) Project
The Board adopted a resolution and certificate of termination authorizing a project at CPACTC as presented.
 
Crossroads Middle School Chesapeake Bay Trip
The Board approved the trip for Crossroads Middle School students to visit the Karen Noonan Memorial Environmental Education Center in Dorchester County, Maryland, from Friday, May 17, 2024, through Sunday, May 19, 2024.
 
Intermediate School Change Orders
The Board approved a Plumbing Contract Change Order for Fairview Intermediate School in the amount of $57,639.00.

Dr. Argot provided a synopsis of the Food Service Department Updates & 2024-2025 Budget Presentation.

Board Meeting - April 18

The Board met in regular session on Thursday, April 18, with President Thomas presiding.
 
Cedar Cliff High School's JROTC Color Guard presented the colors for the evening. JROTC members included Senior Austin Snavely, Junior Derek Cruz Andujar, Junior Steward Dougherty, and Freshman Aubrey Jones. 

The National Anthem was performed by members of Crossroads Middle School's Brass Ensemble under the direction of Kristopher Hartman.
 
Recognition by the Board
Employees of the Quarter
The Board recognized Jennifer Smith, Assistant Principals' Secretary at Red Land High School, and Melissa Wabrick, School Counselor at New Cumberland Middle School, as the Employees of the Third Quarter.
 
Student Reports
Cedar Cliff High School Senior Iva Peric and Red Land High School Senior Isaiah Brown shared their experiences at their respective high schools and their future plans.

Board Shout Outs
Mrs. Cox highlighted programs at Red Land High School, Fishing Creek Elementary, the District’s Special Olympics, and the Capital Area Intermediate Unit’s Champions for Children fundraiser.
 
Mrs. Tierney provided information about the recent Board visit to Allen Middle School.
 
Mr. Brinton recognized David Heisey, Red Land High School Lacrosse Coach, on his 200th win.
 
Mr. Kambic commended Cedar Cliff High School Senior Kelsey Shires on her success in both Field Hockey and Lacrosse.
 
Mr. Guistwhite thanked community members for their engagement during Board meetings.
 
Mr. Trone echoed Mrs. Cox’s praise for the District's Special Olympics.
 
Dr. Stoltz shared the following shout outs:
  • April is the Month of the Military Child and in recognition the District held a district-wide Purple Up! Day. Thank you to everyone who wore purple to show appreciation to our military students for their service alongside their parents.
  • Three West Shore seniors performed in the annual PMEA All-State Festival in Erie. Congratulations to Cedar Cliff’s Elijah Palmer, All-State Chorus; Red Land’s Joel Wickert, All-State Jazz; and Cedar Cliff’s Ian McCurdy, All-State Wind Ensemble.
  • Recently GIANT awarded the Food Services Department with a check for $7,918.69. These funds were raised through their round up program and will be used to support our families. 
  • We had a record breaking 163 athletes participate in this year's Special Olympics. Special thanks to Jason Christine for his hard work organizing the event again this year.
  • LJ Brtalik, a Junior at Red Land High School, recently completed the Leadership York’s Future Leaders of York (FLY) program and was recognized at a Superintendents/School Leaders Luncheon.
  • Several West Shore students were recently honored by the Alliance for Young Artists & Writers with Scholastic Art & Writing Awards. West Shore students brought home 12 Honorable Mentions, four Silver Keys, and one student received two Gold Keys (the highest honor) and has advanced to the national level. Congratulations to Cedar Cliff Senior Tristan Metherell who received Gold Keys in the categories of Poetry and Dramatic Script.

The minutes of the meetings held on March 19, 2024, and March 21, 2024, were approved.
 
Treasurer’s Report
The Board filed the Treasurer’s Report for the month ending March 31, 2024, showing invested and available funds of $48,964,234.99.

Legal Update
Dr. Stoltz indicated central office administrators recently met with members of Tucker Arensberg's legal team.

Mrs. Tierney asked about whether the Letter of Engagement for legal counsel might be renegotiated and how billing will be handled for duplicate time.

Mrs. Tierney provided information about the West Shore Foundation’s First Annual PUTTing Students First Mini Golf Fundraiser being held on May 4, at Liberty Forge.
 
Business Items
Bills for Approval
The Board approved bills for March 10, 2024, through April 6, 2024, listing checks which totalled $6,026,633.81. 

Personnel
The Board approved all personnel items as presented.
 
Budgetary Transfers
The Board approved the budgetary transfers as presented.
 
Board Policies
The Board approved Revised Board Policies 110: Instructional Supplies and 614: Payroll Authorization.
 
Food Services Management Company Renewal, Meal Price Determination, and Food Service Budget Adoption 2024-2025
The Board approved the Food Service Management Agreement between the District and Sodexo Quality of Life Services for the period July 1, 2024, to June 30, 2025. Additionally the 2024-2025 Food Services budget was approved and the Board authorized Administration to pursue opportunities which would enable the District to offer meals at no cost.

A five-cent increase in school paid breakfast and regular/tiered lunch prices for the 2024-2025 school year was also approved by the Board. The 2024-2025 meal prices will be:
  • Elementary and Intermediate School Lunch $3.30
  • Middle and High School Lunch $3.40 and $3.75
  • Reduced Price Lunch $0.40
  • Adult Lunch $4.75 and $5.05
  • Elementary and Intermediate School Breakfast $2.05
  • Middle and High School Breakfast $2.05
  • Reduced Price Breakfast $0.30
  • Adult breakfast $2.70
Adoption of Educational Resources
The Board approved the adoption of instructional resources for English Language Arts (Grades K-8) and Science (Grades 5-8) as presented.
 
West Shore School District Series of 2024 Bond Sale
The Board authorized the District  to proceed with the issuance of General Obligation Bonds, Series of 2024, in an aggregate principal amount not to exceed $10,000,000 for the purpose of funding capital projects and to pay for all costs of issuance in accordance with a resolution of the Board dated September 15, 2022.  
 
Additional Approval for Educational Services - CAIU
The Board approved a contract for English Language Development services to be provided by the Capital Area Intermediate Unit for the remainder of the 2023-2024 school year.

Information Items
Education Law Center 
Attorney Kristina Moon from the Education Law Center made a presentation to the Board on the law and courts’ stance on Title IX, sports, and what happens if a school district loses a lawsuit. 
 
Budget Presentation
Mrs. Boone reviewed the 2024-2025 Budget Projections presentation. Following her presentation, administration received direction from the Board to develop a budget agenda item based on using $3,000,000 of capital reserves, increasing taxes to the Adjusted Base Index, and making additional cuts for 2024-2025. Presentations made to the Board during the budget development process can be found on the Business Office website.
