As funding disparities continue to affect school districts across Pennsylvania, it’s crucial for local residents to understand the impact of these issues on our students and schools. The state’s current funding system has created significant gaps in resources, leaving the burden on local taxpayers to face the brunt of the costs needed to ensure a quality education.  By engaging in discussions about education funding, residents can play a key role in advocating for a fairer, more equitable system that ensures every child in Pennsylvania has access to the opportunities they deserve.

The Education Policy and Leadership Center (EPLC) is hosting a series of important Zoom events on April 2, 14, and 15, aimed at tackling one of the most pressing issues in Pennsylvania’s education system: what education does each child in the state truly need to succeed? These virtual gatherings will provide a platform for discussion among educators, policymakers, community leaders, and stakeholders about the current state of education, the challenges faced by school districts, and how to ensure equitable educational opportunities for all students.

The Adequacy Gap: A Growing Concern for Pennsylvania Schools
One of the critical issues that will be highlighted in these discussions is the adequacy gap—the difference between the amount of funding needed to provide a quality education for every student and the amount that districts actually receive. The adequacy gap has been a long-standing issue in Pennsylvania, with significant disparities in funding from one district to another. Many school districts in the state, particularly those in lower-income areas, struggle to provide the resources necessary to meet the academic and developmental needs of their students.

The Commonwealth Court's ruling in 2023 on the matter has brought this issue to the forefront. The court determined that the state's current funding system for public schools is unconstitutional, as it fails to provide equitable funding to all districts. This decision has opened the door for potential changes in how the state funds its schools, with the goal of ensuring that every child, regardless of where they live, has access to the same opportunities for a high-quality education.

West Shore School District and State Funding
Dating back many years, the West Shore School District has been underfunded by more than $20 million as of the Commonwealth Court ruling. This shortfall has placed a significant burden on local taxpayers, who are left to cover the gap in funding that the court ruled the state should be providing. While we have held a high standard for the education of our students, the lack of adequate funding could lead to future challenges ensuring that all schools have the desired resources they need to succeed.

The situation in West Shore is not unique. Many districts across Pennsylvania face similar struggles, and the unequal distribution of funding creates significant challenges for educators who are working to meet the diverse needs of their students. While the state government has provided some adequacy gap funding in recent years, the overall funding system remains insufficient to close the gap and provide every district with the resources necessary, and deemed constitutionally mandatory, for educational success.

Progress Made, but More Needs to Be Done
While the District is grateful for the adequacy gap funding that has been allocated by the state government to date, it is clear that more needs to be done to address the overall funding discrepancy. The Commonwealth Court's ruling has underscored the importance of reforming the state’s funding system to ensure that all students, regardless of their district, have access to the resources and opportunities they need to thrive.

The upcoming Zoom events hosted by the EPLC provide an opportunity for community members and policymakers to come together and advocate for a more equitable and effective school funding system in Pennsylvania. As the state works toward addressing the adequacy gap, it is essential that all voices—especially those of students, educators, and parents—are heard in the conversation. Only through collective action can Pennsylvania ensure that every child has access to a fair and high-quality education.
