Board Meeting - September 10

The Board met in regular session on Thursday, September 10, with President Crocenzi presiding.

Recognition by the Board

Mr. Kambic gave a shout out to Mr. Vogelsong and members of the District’s technology department for their work behind the scenes preparing devices and equipment for students and staff to start the school year.

Mrs. Crocenzi thanked parents and students for their support, and staff for their dedication as we started the school year with Distance Learning 2.0.

Dr. Stoltz echoed Mrs. Crocenzi’s comments and shared that the District has received a lot of positive feedback on Distance Learning 2.0. He thanked Dr. Whye and the instructional team for the work they put in since the spring to make this year successful.  He also shared that Cumberland Perry Area Vocational Technical School (CPAVTS) welcomed back students in August and the District has been providing transportation for District vo-tech students without any issues. Additionally, on September 9, low incidence classrooms returned for in person instruction and had a successful first day. Lastly, Dr. Stoltz highlighted the ability for the District to once again serve free meals thanks to a change in federal regulations. Since March 17, approximately 175,000 meals have been distributed by the food services department.

Reimbursement Resolution for Crossroads Middle School
As the District makes improvements to Crossroads Middle School, certain expenses are incurred and paid for from the General Fund and Capital Reserve Fund prior to the issuance of debt.  The IRS permits school districts to receive reimbursement from bond proceeds for capital expenditures made in connection with the project.  The Board approved reimbursing the Capital Reserve Fund.

Response to Auditor General’s Audit Report for period July 1, 2014, through June 30, 2018
As required by the Department of Education, the Board approved a District response to the Auditor General.

Finance Updates
Mrs. Stuck provided the Board with reports on the 2020-2021 Investment Update, Assessed Value Spreadsheet, Budget Status Reports, Capital Reserves Summary, and the Rossmoyne Project.

Phased Reopening Plan
Dr. Stoltz and Dr. Whye shared information about changes to the Phased Reopening Plan.  Following their presentation, the Board expressed its support for moving forward with the revised plans. The presenation made to the Board is viewable on the District website.

Recognition of Public
General Items
Public comments received electronically from parents, staff, and community members on spectators at athletic events, District Health & Safety Plan, Phased School Reopening Plan, Distance Learning 2.0, and concerns related to Special Education were read to the Board.

Board Director Candidate Interviews and Appointment of Director to Fill Vacancy
Following candidate interviews and identification of finalists, it was moved by Mr. Guistwhite and seconded by Mrs. Schwager that Ms. Clydiene Francis be appointed to fill the current Board vacancy.  Ms. Francis will serve Region Three until December 2021.

Board Meeting - September 17

The Board met in regular session on Thursday, September 17, with President Crocenzi presiding.

A recording of the National Anthem performed by Red Land High School Junior Alison Park, cello, and Senior Paris Henning, violin, was played to start the meeting.

Minutes
The minutes of the meetings held August 13 and 20, 2020, were approved.

Treasurer’s Report
The Board approved the Treasurer’s Report for the month ending August 31, 2020, showing invested and available funds of $33,639,440.25.

Communications
Dr. Stoltz distributed a copy of the latest legal update from the solicitor’s office.  

Dr. Argot shared the Central Treasury Reports for Cedar Cliff and Red Land High Schools.

Board Reports
Mr. Kambic highlighted an upcoming District Advisory Council meeting and Mrs. Crocenzi shared that both the Capital Area Intermediate Unit Board and Cumberland Perry Area Vocational Technical School Joint Operating Committee (JOC) had meetings scheduled for the month of September.

Mrs. Tierney shared that this year’s West Shore Foundation Gala would be virtual with an online auction. 

Mrs. Croncenzi officially welcomed Ms. Francis to the Board. Prior to the start of the meeting, the Honorable Scott J. Gross administered her oath of office via zoom making her appointment to the Board official.

Employees of the Summer Quarter 
The Board recognized Mrs. Erin Cox, Elementary Secretary at Hillside Elementary, and Miss Jillian Ambrose, English Language Development Teacher at Washington Heights Elementary, as the Employees of the Summer Quarter.

Board Shout Outs
Mr. Kambic commended the school PTO, community groups, and school administration involved in bringing new playground equipment to Hillside Elementary School.

The Board approved bills for the period August 20, 2020, through September 9, 2020, listing checks which totaled $2,357,246.72.

PSBA Officer Election
Based on an evaluation of the candidates for elected positions within PSBA, the Board directed the Board Secretary to register a unanimous vote with the PSBA Credentials Committee for the following PSBA candidates:

Marsha Pleta, Western At Large
Aimee Kemick, Section 2 Advisor
Brian Petula, Section 4 Advisor  
Andrea Christoff, Section 6 Advisor

Contracted Services with CAIU for Title I Nonpublic Students and Title II Professional Development
Under Title I and Title II, local educational agencies are required to provide services or other benefits to private school students and staff that are equitable to those provided to eligible public school children, their teachers, and their families. The Board offered and approved two consortium contracts with the Capital Area Intermediate Unit for the 2020-2021 school year to provide those services.

Additional Services Agreement with Aramark
In response to COVID-19, the District has been working with Aramark to expand cleaning services and provide additional disinfection. The agreement will provide five additional cleaning staff and supplies needed for disinfection. The Board approved a contract for these services to continue for the duration of the 2020-2021 school year health emergency.

Athletic Health and Safety Plan - Spectators at Athletic Events
Dr. Stoltz shared that all District sports team participants will receive two tickets for spectators for outdoor activities. Additionally, the District is looking at ways to provide all students the ability to perform while adhering to the District’s Athletics Health and Safety Plan to the greatest extent possible.  For those unable to attend in person, Cedar Cliff and Red Land athletic events will be live streamed through NFHS Network.
