Board Meeting - November 10

The Board met in regular session on Thursday, November 10, with President Guistwhite presiding.
 
Communications
Superintendent's Report - Health and Safety Plan
Dr. Stoltz indicated he had no updates to report relative to the Health and Safety Plan and asked for a moment of silence in recognition of a student who tragically passed away in a neighboring district.

Recognition by the Board
Board Shout Outs
Mrs. Thomas shared that she attended the Pennsylvania School Boards Association Conference and highlighted some of the events which took place during the event.

Mrs. Tierney provided an updated on the West Shore Foundation Gala and shared that, thanks to a donor, all Foundation contributions received on Giving Tuesday will be matched up to $5,000. Lastly, she thanked Pennian and Mid Penn Banks for their recent EITC donations.

Mr. F. Kambic thanked current and retired nurses for helping to complete student wellness screenings this year.

Mr. Stoltenburg shared highlights from a recent Board visit to Fishing Creek Elementary.

Mr. C. Kambic indicated that the CharacterStrong program continues to receive positive feedback from teachers and students. 

Mr. Kapranos added that he recently visited Hillside Elementary and was impressed by the projects that staff were working on and the appreciation staff shared for their fellow colleagues.

Mrs. Crocenzi provided an update from the York Adams Academy and indicated the Capital Area Intermediate Unit's monthly report was shared with Board members.

Mr. Guistwhite shared that he was invited to be a guest referee at the Red Land Powder Puff game benefitting mini-THON. He thanked the event organizers for asking him to participate.

Dr. Stoltz provided shout outs for National School Psychology Week, the Cedar Cliff’s e-Sports team who advanced to the state level competition, Cedar Cliff and Red Land’s Field Hockey teams and the Red Land Boys Soccer team on their recognition by the Mid Penn Conference as Fall Sportsmanship Winners, the Operation Safe Stop event sponsored by the District, and he also recognized recent graduates of Holy Spirit's Career Exploration Program. Dr. Stoltz thanked staff and volunteers involved in the Middle School Career Awareness Fair and the One District, One Book event with featured author Floyd Stokes. Lastly, Dr. Stoltz gave a shout out to the staff at Fairview Elementary for their flexibility in filling openings in other schools when their building was closed due to a well pump issue. 

Dr. Stoltz, Mr. F. Kambic, and Mrs. Tierney described some of the student work featured at the West Shore Foundation Gala and shared feedback received on what a wonderful job the event does at highlighting students and staff.

The Board approved all personnel items as presented.

United Concordia Dental Insurance Agreement for Administrative and Claims Payment Services
The Board approved an agreement for Administrative and Claims Payment Services with United Concordia Companies, Inc. beginning January 1, 2023.

Resolution to Waive Additional Charges for Real Estate Taxes
The Board approved a resolution to waive additional charges for Real Estate Taxes in relation to the Act of July 11, 2022.

Request to Expend Drayer Memorial Library Funds
In 1967, the District was the recipient of $20,000 from the estate of Sumner M. and Agnes P. Drayer.  The funds are to be used only for the benefit of the New Cumberland Middle School library. The Board approved the use of remaining funds to purchase resources requested by the librarians.

Board Resolution Relative to CPACTC
The Cumberland Perry Area Career and Technical Center (CPACTC) Joint Operating Committee requested member school districts approve a resolution authorizing contribution to design costs related to construction/renovation projects and an amendment to the terms of the agreement with CPACTC.  The Board adopted the resolution and agreement amendment as requested.

Mr. Guistwhite gave thanks to all veterans in the District in honor of Veterans Day. Dr. Stoltz added that staff in each of our schools have special events planned in recognition of the holiday.

Board Meeting - November 17

The Board met in regular session on Thursday, November 17, with President Guistwhite presiding.
 
Cedar Cliff High School’s JROTC Color Guard presented the colors for the evening. JROTC members included Senior Ben Kruleski, Sophomore Steward Dougherty, and Freshmen William Kollas and Chasity Thomasson.

Under the direction of Mrs. Krepps, the National Anthem was sung by Thomas Hollingshead and Kevin "Tiger" Zebrowski, New Cumberland Middle School eighth grade choral students.
 
Minutes
The minutes of the meetings held on October 13 and 20, 2022, were approved.
 
Treasurer’s Report
The Board filed the Treasurer’s Report for the month ending October 31, 2022, showing invested and available funds of $76,916,896.93.

Communications
Legal Update
Dr. Stoltz indicated the latest legal update from the solicitor’s office was available for Board members. 

Superintendent's Report - Health and Safety Plan
Dr. Stoltz shared there were not many active COVID cases in our schools at this time. 

Student Discipline
The Board approved the student disciplinary cases as presented.

Board Reports
Mrs. Tierney shared information about an upcoming showing of Elf at the West Shore Theatre. The event is being sponsored by the West Shore Foundation. She also highlighted Giving Tuesday and upcoming Educator Innovation Grant application deadlines. Lastly, she shared details about the Facilities Committee’s recent visit to the Natatorium at Red Land High School.

Mr. F. Kambic indicated the Finance Committee report would be shared later in the meeting.

Mrs. Crocenzi shared details about her recent visits to Fishing Creek Elementary and Hilltop Academy.

Mr. C. Kambic shared highlights from the Red Land High School Football team banquet.

Recognition by the Board
Outstanding Visual Arts Community
The District's Art Department was one of 39 in the state to be named an Outstanding Visual Arts Community by the Pennsylvania Art Education Association. Dr. Whye recognized members of the art department for their efforts to provide a program that is rigorous and inclusive, highly accessible, and highly visible.

Employees of the First Quarter
The Board recognized Kendra Santoleri, Red Land Special Education Paraprofessional, and Kelly Guistwhite, Cedar Cliff Librarian/Student Services I.M.E., as the Employees of the First Quarter for 2022-2023.

Board Shout Outs
Mrs. Moyer shared a message she received from a member of the Food Services Department and thanked Dr. Argot for his leadership relative to staffing challenges.

Dr. Stoltz highlighted Children's Grief Awareness Day and several noteworthy staff accomplishments including Highland Elementary Special Education Teacher Amy Scott's recognition as an Outstanding Teacher by the Shippensburg University School Study Council, the first day of school for our School Security Guards, and the District efforts to honor veterans last Friday. Lastly, Dr. Stoltz thanked staff, families, and Board members in honor of American Education Week.

Student Reports
Cedar Cliff High Senior Wyatt Rhodes and Red Land Senior Connor Stank shared their experiences at their respective high schools and their future plans.

Bills for Approval
The Board approved bills for the period October 20, 2022, through November 9, 2022, listing checks which totalled $2,631,280.72.

Personnel & Budgetary Transfers
The Board approved all personnel items and budget transfers as presented.

Pennsylvania State Education Association Health & Welfare Fund Vision Program Agreement
The Board approved a Vision Program Agreement between the District and the Pennsylvania State Education Association Health & Welfare Fund.

Approval of the Pennsylvania American Water Company Tax Assessment Appeal Settlement
The Board approved the Pennsylvania American Water Company Tax Assessment Appeal Settlement as presented and authorized District administration and legal counsel to take the steps required to resolve the appeal.

Staff Attendance at Professional Meetings
The Board approved requests for staff attendance at professional meetings as presented.

Proposal for Professional Services 
In order to strategically prioritize and manage the District’s paving needs, a comprehensive study is necessary. Based on their experience and recommendations from other school district partners, the Board approved a proposal from Site Design Concepts (SDC), to complete a paving study.

Old Trail Intermediate - Site Change Order #1
The Board approved a site change order for Old Trail Intermediate which authorizes additional manpower and equipment on a time and materials basis.

Information Items
Board Policies
Dr. Argot shared proposed new Board Policies 113.1: Discipline of Students with Disabilities, 113.4: Confidentiality of Special Education Students, 712: Facility Dogs, and 805.2: School Security Personnel.  He also shared proposed revisions to Board Policy 113: Special Education and 618: Student Activity Funds. Mrs. Tierney provided an overview of the Policy Committee meeting held earlier in the evening.

Finance Committee Reports
The Finance Committee Report was shared with the Board.

Student Success Presentation
Dr. Whye reviewed PSSA and Keystone Exam data from the previous school year, highlighted student achievements, and shared information related to the District's past and ongoing plans to support students and prepare them for success after graduation.
