Board Meeting - November 12

The Board met in regular session on Thursday, November 12, with President Crocenzi presiding.

Recognition by the Board
Dr. Leese gave a shout out to local dentists who have provided free care or partial fee services for several West Shore students and their families: 
  • Dr. Bill Buis, Advanced Pediatric Dentistry
  • Dr. Andrew Gould, Family & Sports Dentistry
  • Dr. Tad Glossner, Glossner and McElwee Comprehensive Dental Care
  • Dr. Joshua Cappozi, Capozzi Dental 
Dr. Stoltz gave a shout out to Mr. Rob Starrett, band director, on his recognition by Messiah University's Teacher Education Program as its 2019-2020 Mentor Teacher of the Year.  He also highlighted American Education Week and his pride in the work done in our District at all levels since the start of this school year.  Mrs. Crocenzi echoed his remarks and thanked teachers, administrators, support staff, parents, and students for their continued support this school year.

Mr. Stoltenburg gave a shout out to Mr. Justin Weaver, Cedar Cliff High School teacher, for his work with the aquaponics program and his continued updates on activities taking place in the lab.

Mr. Kambic gave a shout out to the Borough of New Cumberland for their efforts to recognize veterans, past and present, many of whom are graduates and staff of the District.
 
Dr. Stoltz recognized our transportation department, bus drivers, and First Student for their efforts. With their support, the District has been able to offer continued and reliable transportation to and from school for our families.
 
Lastly, Dr. Leese and Dr. Stoltz gave a shout out to our District nurses for their dedication this school year in light of COVID-19. Dr. Stoltz shared that all our nurses are trained as contact tracers and have been integral in communicating with families following a reported positive case.

School District Real Estate Tax Appeal Consulting
Due to an increased number of Real Estate Tax Assessment Appeals, our Solicitor, Stock and Leader, has recommended we supplement their service by contracting with a provider for appraisal consulting services. The Board approved an agreement with Noone & Associates, Inc. for Real Estate Tax Appeal Consulting.

Addendum to Agreement with Substitute Teacher Service
The Board approved an addendum with Substitute Teacher Service to provide enhanced pay in certain substitute teaching situations.

Finance Updates
Mrs. Stuck provided the Board with reports on the 2021-2022 Budget Timeline, 2020-2021 Investment Update, Assessed Value Spreadsheet, Budget Status Reports, Capital Reserves Summary, and Rossmoyne Project.

Board Meeting - November 19

The Board met in regular session on Thursday, November 19, with President Crocenzi presiding.

A recording of the National Anthem performed by Red Land High School Senior Reagan Starrett was played to start the meeting.

Minutes
The minutes of the meetings held October 8 and 15, 2020, were approved.

Treasurer’s Report
The Board approved the Treasurer’s Report for the month ending October 31, 2020, showing invested and available funds of $62,096,371.50.

Communications
Dr. Stoltz distributed a copy of the latest legal update from the solicitor’s office. 

Dr. Argot shared the Central Treasury Report for Cedar Cliff and Red Land High Schools.

Board Reports
Mrs. Tierney shared that the West Shore Foundation’s Virtual Gala raised more than $49,000. She thanked Mr. Maneely, Executive Director, and the Foundation Gala committee for their work to ensure the evening and silent auction were successful.

Mr. Guistwhite provided a detailed summary of the Board Policy Committee meeting and policies currently under review and pending revisions.

Mrs. Crocenzi mentioned that she attended the Capital Area Intermediate Unit Board of Directors meeting and would share minutes from the meeting with members of the Board.

Recognition by the Board
The Board recognized Mrs. Layla Williamson, Instructional Assistant for English Language Development at Highland Elementary School, and Mr. Cory Rowe, Health and Physical Education Teacher at Newberry and Washington Heights Elementary Schools, as the Employees of the First Quarter.

Mrs. Moyer gave a shout out to the Cumberland Perry Area Vocational Technical School Students of the Quarter.  She also recognized Cedar Cliff High School Seniors Malik Adams and Marc Grundon on their completion of the York Electricians' Electrical Pre-Apprenticeship Bootcamp and thanked Mr. Mark Miller, Cedar Cliff Career Coordinator for his help connecting students with opportunities like this one through YCAL. Lastly, she gave a shout out to the West Shore Marching Band on their first place awards for Best Effect, Percussion, and Visual earlier this month and first place in Creative Class at the USBands Grand Finale competition.

Bills for Approval
The Board approved bills for the period October 15, 2020, through November 11, 2020, listing checks which totaled $3,207,165.76.

The Board approved all personnel items as presented.

Budget Transfer
The Board approved the Budget Transfer as requested.

Additional Services Authorization
The Board approved an agreement for Additional Services Authorizations with K & W at the future Fairview Intermediate School.

Mr. Sanders facilitated a discussion on the Guaranteed Energy Savings Agreement Project for Transportation.

Dr. Argot shared proposed revisions to Board Policy 103: Nondiscrimination in School and Classroom Practices, which will likely be renamed to Discrimination/Title IX Sexual Harassment Affecting Students.

Dr. Stoltz shared that the District recognized Children’s Grief Awareness Day and he highlighted the service projects that students and staff are continuing to participate in that have brought some normalcy to this school year.
