The Board met in regular session on Thursday, April 13, with President Guistwhite presiding.

Recognition by the Board
Board Shout Outs
Mr. F. Kambic congratulated the Cedar Cliff Girls Basketball team on their incredible season.

Mrs. Moyer shared information about the Cumberland Perry Area Career & Technical Center (CPACTC) Community Day, the York County Alliance for Learning (YCAL) Dinner, and recognized the staff at Newberry Elementary for their participation in the recent Board visit.

Dr. Stoltz shared the following shout outs:
  • April was a busy month of celebrations and observances including Autism Acceptance and Celebrating Diversity Month, National School Librarian Day, National Assistant Principals Week, and Paraprofessional Appreciation Day.
  • Cedar Cliff’s Colts Anti-Racist Alliance, more commonly known as C.A.R.A. sponsored the Anti-Racism and Diversity Art Gallery which featured student work from Cedar Cliff, Red Land, Mechanicsburg, and Central York.
  • Newberry Elementary hosted students from Fairview, Fishing Creek, Hillside, and Red Mill for a friendly Math Tournament. The top 12 students will represent West Shore at a regional competition taking place at CAIU in May. Congratulations to the team from Red Mill which came in first place and to the following individual winners: First, Gannon Rorapaugh, Newberry; Second, Ezekiel Wolf, Newberry; Third, Cammi Richcreek, Fairview; and Fourth, Finn Weaver, Red Mill.
  • Approximately 90 groups from across the state auditioned to perform at the PMEA All-State Music Convention on April 21, and only four were selected including Cedar Cliff High School’s Chamber Singers. West Shore also had several Red Land High School students qualify to attend PMEA All-State festivals including All State Wind Ensemble, Olivia Magaro; All-State Band, Joel Wickert; and All-State Jazz Vocal Ensemble, Quinn Starrett.
  • The music department recently held an Honors Choral Festival. The Festival ended with a concert at Red Land High School which featured students from all West Shore elementary, middle, and high schools.
  • Congratulations to the West Shore Indoor Percussion, which placed third at the Keystone Indoor Drill Association (KIDA) Championships.

The Board approved the Capital Area Intermediate Unit 2023-2024 General Operating Budget.

2023 Summer School Programs
The Board adopted a variety of summer opportunities for students. Again this summer, courses and transportation will be provided for all students at no cost. Click here to review this summer's offerings.

Fairview Intermediate – Site Change Order #2
The Board accepted Fairview Intermediate Site Change Order #2 in the amount of $13,413.83.

Contract for Therapy Services – Austill’s
Since the 2006-2007 school year, the District began purchasing contracted physical therapy services to meet the needs of students with disabilities. This school year, it was necessary to contract for additional occupational therapy services due to the anticipated needs of students transitioning from early intervention. The Board approved an addendum to the contract for physical and occupational therapy services with Austill’s Rehabilitation Service.

Food Service Department Updates
Dr. Argot highlighted this year’s food services department challenges and successes before providing a review of next year’s food service budget proposal. Click here to view his presentation to the Board. 

2023-2024 Budget 
Mrs. Boone shared updated budget projections for 2023-2024 with the Board. This presentation, and others made to the Board during the budget development process, can be found on the Business Office website.

Graduation 2024
After careful review and consideration of available dates for the PA Farm Show Complex, graduation ceremonies for the Class of 2024 will be held on Friday, June 7, 2024. Cedar Cliff's ceremony will begin at 3 p.m. and Red Land's ceremony will follow at 6:30 p.m. Both ceremonies will also be live streamed from the Farm Show.

Board Meeting - April 20

The Board met in regular session on Thursday, April 20, with President Guistwhite presiding.

Red Land High School’s JROTC Color Guard presented the colors for the evening. JROTC members included Junior Weston Stoner with Freshmen Michael Hall, Colin Knouse and Grace Stoner.  

The National Anthem was performed by members of Crossroads Middle School's Clarinet Quintet, including seventh grade students Karlie Bui, Charlie Daman, Christopher Kelly, and Natalie Fortenbaugh with eighth grade student Dane Hiltz,

Minutes
The minutes of the meetings held on March 9, 2023, and March 16, 2023, were approved.
 
Treasurer’s Report
The Board filed the Treasurer’s Report for the month ending March 31, 2023, showing invested and available funds of $46,031,929.59.

Communications
Legal Update
Dr. Stoltz indicated the latest legal update from the solicitor’s office would be forthcoming.  

Student Discipline
The Board approved the student disciplinary case as presented.

Board Reports
Mrs. Crocenzi shared that the York Adams Academy recently approved its 2023-2024 school calendar. She also shared details about volunteering with Junior Achievement.

Mrs. Tierney thanked the staff and students who attended New Cumberland Middle School's recent Board visit for their feedback. Mr. F. Kambic added that New Cumberland students shared their appreciation for the presence of their security guard and how much they enjoy harvesting lettuce from their tower gardens. 

Mr. Stoltenburg shared how appreciative the students and staff at Newberry Elementary and other schools have been of the Character Strong program during Board visits.

Mr. C. Kambic highlighted PSBA’s Advocacy Day as it related to state funding, cyber funding, and unfunded mandates.

Mrs. Thomas indicated she recently attended the School Library Conference.

Mr. F. Kambic thanked Stock and Leader for their presentation on School Law. Ms. Say indicated that the presentation was also made available for those Board members unable to attend.

Dr. Stoltz commended the high schools for providing free formalwear for students and shared that many of our schools have necessity closets which provide students with items at no cost. If interested, schools welcome donations and at New Cumberland Middle School travel size personal hygiene items and tote bags are needed.

Recognition by the Board
Employees of the Third Quarter
The Board recognized Mrs. Erin Snyder, Reading Instructional Assistant at Hillside Elementary, and Mrs. Lisa Saar, Second Grade Teacher at Red Mill Elementary, as Employees of the Third Quarter.

Student Reports
Red Land Senior Patrick Sisca and Cedar Cliff Senior Taylor Ferraro shared their experiences at their respective high schools and their future plans.

Board Shout Outs
Mr. F. Kambic recognized Mr. John “Jack” Murray who recently passed away and thanked him for his service to the community.

Mr. Kapranos highlighted multiple student athletes who were recognized by PennLive as All-Stars in their respective sports.

Mr. C. Kambic shared information about the New Cumberland Library's Earth and Arts Festival which was held on April 16.

On behalf of the York County Alliance for Learning, Dr. Stoltz presented Mrs. Tierney with an award recognizing her for 10 years of service.

Dr. Stoltz also shared that he joined Patrick Schussler at Leadership York’s Future Leaders of York, Superintendents and School Leaders Luncheon. Patrick is a junior at Red Land High School who recently completed this leadership program.

Lastly, Dr. Stoltz reminded the Board and community about the District's Special Olympics at the West Shore Stadium, National Prescription Drug Take Back Day taking place at Crossroads, and the District's Community Supports Expo.

Bills for Approval
The Board of School Directors approved bills for the period March 16, 2023, through April 12, 2023, listing checks which totalled $2,863,206.34. 

Refund
The Board approved a refund for $312.61.

Personnel & Budgetary Transfers
The Board approved all personnel items and budgetary transfers as presented.
 
Food Services Management Company Renewal, 2023-2024 Meal Prices, and Food Service Budget Adoption 2023-2024
The Board approved an agreement with Sodexo Quality of Life Services for the period July 1, 2023, to June 30, 2024. The Board also approved a fifteen-cent increase in breakfast prices and a ten-cent increase in lunch prices for the 2023-2024 school year. The increases are due to increased food, material, and labor costs. If available, the District will pursue federal waivers which would enable schools to provide breakfast and lunch for free. Click here for a complete listing of meal prices for 2023-2024.

Contract with PowerSchool - Naviance Guidance Software
The Board approved an agreement for PowerSchool - Naviance Guidance Software for the 2023-2024 school year.

Staff Attendance at Professional Meetings
The Board approved the requests for staff attendance at professional meetings as presented.

ELA Resource Adoption 2023-2024
The Board approved the English Language Arts (ELA) Resource Adoption for 2023-2024.

Intermediate School Change Orders
The Board approved two contract change orders, Fairview Intermediate's Contract Change Order #3 in the amount of $5,550.00 and Old Intermediate's Contract Change Order #7 in the amount of $5,040.00.

Appointment of Assistant Superintendent and Approval of Contract
The Board unanimously approved the appointment of Mr. Mathew Gay to replace Dr. Jamie Whye, Assistant Superintendent, who is retiring in June following nine years of service to the District. Click here to learn more about Mr. Gay.

Forensic Science Resource Adoption
The science department has completed the pacing guide, parent document, and teaching modules for a new forensics course being offered at both high schools next school year. Dr. Whye shared these resources with the Board. 

EnVision Math
Mr. Harrison reviewed resources to support the math mini-curricular team's recommendation of the 2024 enVision Math series for grades K-5. Related math resources will be on display at the Administration Center for public review until May 18.

Elementary Attendance Boundary Changes 2024-2025
Mr. Sanders provided an overview of the proposed elementary school boundary changes to take effect in August 2024. Click here to review his presentation.
