Board Meeting - December 5

The Board held its annual reorganization meeting on Thursday, December 5.  

Oaths of Office
Honorable Scott J. Gross administered oaths of office for four-year terms to Mr. Stoltenburg, Mrs. Moyer, Mr. Saar, Mr. Kambic, and Mrs. Crocenzi.

Election of Officers
Mrs. Crocenzi was elected Board President, and Mr. Kambic was elected Board Vice President.

Recognition of the Public

No members of the public addressed the Board.

Board Meeting - December 12

The Board met in special session on Thursday, December 12, with President Crocenzi presiding.

Prior to the start of the meeting, the Board and members of the public enjoyed holiday music by the Crossroads Middle School flute trio comprised of eighth grade students Kathy Bui, Ella Miller, and Renee Myers.  The flute trio, under the direction of Ms. Holman, also performed the National Anthem. 

Cedar Cliff High School’s JROTC Color Guard presented the colors for the evening. JROTC members included Juniors Barrett Cutshall and Aven Sandoval with Sophomore Frank Santos and Freshman Daniel Hunter.  

Minutes
Minutes of the meeting held on November 21, 2019, were approved.

Treasurer’s Report
The Board approved the Treasurer’s Report for the month ending November 30, 2019, showing invested and available funds of $51,766,347.53.

Communications
Dr. Stoltz distributed a copy of the latest legal update from the solicitor’s office. Dr. Argot shared the Central Treasury Reports for Cedar Cliff and Red Land High Schools.

Mrs. Crocenzi shared that Mrs. Moyer was recently elected chairperson of the Cumberland Perry Area Vocational Technical School Joint Operating Committee.

Mrs. Tierney, Mrs. Moyer, and Mr. Saar shared highlights from the Board's recent visit to Newberry Elementary School.

Recognition by the Board
The Board recognized the District's 2019 Holiday Card Contest winners. Allison Lonkart, a junior at Red Land High School, was honored for her winning illustration of a penguin decorating his igloo, and Carolina Zarza, a fourth grade student at Fishing Creek Elementary, for her winning holiday verse.

Senior Bryan Gabner, Cedar Cliff High School, shared how his experience in the aquaponics program has shaped his future career goals and provided leadership opportunities.

Board Shout Outs
Mrs. Crocenzi thanked Allen Middle School’s art department for providing December’s Board room display.

Mr. Kambic gave a shout out to the staff, volunteers, and donors who made the Operation Warm event at Hillside Elementary School possible.  Dr. Stoltz added that there are additional coats, hats, and gloves available for any student who can use assistance. Families are encouraged to contact their guidance counselor or principal so the District can help.

Bills for Approval
The Board approved bills for the period November 14, 2019, through December 10, 2019, listing checks which totaled $2,465,298.13.

Personnel
The Board approved all personnel items as presented.

Revised Board Policy 335: Family and Medical Leaves
The Board approved revised Board Policy 335: Family and Medical Leaves.

NFHS School Broadcast Program Agreement
Video recording and broadcasting of sporting events can now be automated with the Pixellot System. In addition to streamlining the video recording process for coaches and athletes to review game footage and improve team play, the NFHS Network School Broadcast Program will allow the District to stream games to fans, either live or on demand. The Board approved an agreement with the NFHS School Broadcast Program to place one camera at the West Shore Stadium and one in each high school main gymnasium.

Staff Attendance at Professional Meetings
The Board approved staff attendance at professional meetings as presented.

Water Facilities Relocation Agreement
As part of the construction occurring at Rossmoyne Elementary, the District must relocate existing fire hydrants to accommodate the new school. The Board approved an agreement with Pennsylvania American Water Company to relocate the hydrants.

AFSCME Memorandum of Understanding
The Board approved a Memorandum of Understanding with District Council 89 of the American Federation of State, County, and Municipal Employees, AFL-CIO for uniforms, clothing, and equipment.

Information Items

GESA Projects
Mr. Shayne Homan, Vice President of McClure Company, led a presentation and discussion on the District’s Guaranteed Energy Savings Agreement. 

Roofing
Mr. Sanders and Mr. Glantz reviewed the current status of roofing on District facilities. They also outlined immediate and expected reconditioning and replacement roofing needs.

Introduction to the 2020-2021 Preliminary General Fund Budget
Mrs. Stuck provided the Board with an overview of the work being done on the 2020-2021 preliminary general fund budget. Her presentation to the Board, including expenditures, revenue, and a budget timeline, is available on the Business Office webpage.

Mrs. Stuck also provided the Board with an investment update for 2019-2020, assessed value report for 2019-2020, a current budget status report, a Capital Reserve summary, and a project expenditure report for Rossmoyne.  These files were made available online and may be downloaded from the Board agenda
